UAE: Voluntary e-invoicing pilot is live

Use the pilot phase to help customers prepare before mandatory rollout starts.

What is changing?

The UAE has opened its voluntary e-invoicing pilot.

The pilot marks the next phase of the UAE’s Peppol-based e-invoicing programme before mandatory adoption starts in 2027. Businesses can now test invoice exchange, integrations and processes before the obligation applies.

The rollout is phased:

– 30 October 2026: businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider.
– 1 January 2027: mandatory e-invoicing starts for this first group.
– 1 July 2027: mandatory e-invoicing expands to the remaining businesses.
– 1 October 2027: government entities join the programme.

Why it matters

This is a reason to contact customers with UAE entities and check whether they are part of the first mandatory phase.

The voluntary pilot gives customers time to test invoice flows, validate master data, review ERP integrations and resolve exceptions before the mandate becomes compulsory.

Start with these customer questions:

– Does the customer have UAE entities in scope?
– Does annual revenue place them in the first mandatory phase?
– Has an Accredited Service Provider been selected?
– Can invoice data be created and validated correctly?
– Are ERP integrations ready for e-invoicing exchange?
– Can the customer test flows during the voluntary pilot?

One detail to check carefully

The UAE model is based on a Peppol four-corner framework and Accredited Service Providers. Customers should not wait until mandatory rollout to assess provider onboarding, invoice data quality and integration readiness.

Customers should confirm exact scope and obligations with their local finance or tax team.

Talking point

“The UAE pilot is live, and mandatory e-invoicing starts in 2027. Shall we check whether your UAE entities are in scope and whether your provider, ERP and invoice data are ready?”

What should partners do next?

Contact customers with UAE operations or wider Middle East finance structures. Focus on ASP selection, pilot participation, ERP integration, master data quality, Peppol-based exchange and how Routty can support controlled e-invoicing rollout across multiple jurisdictions.
