Portugal: PDF invoice acceptance proposed through 2027

Portugal’s draft budget could extend the transitional acceptance of PDF invoices, but the proposal is not yet approved.

What is changing?

Portugal’s draft State Budget for 2027 proposes that PDF invoices continue to be treated as electronic invoices for tax purposes through 31 December 2027.

The measure appears in Article 77(3) of the draft budget, submitted to Parliament on 8 October 2026. It remains a proposal and is subject to parliamentary approval.

If approved, the extension would give businesses that still rely on PDF invoices more time under the transitional arrangement. For now, it does not change the rules in force.

Why it matters

This update is relevant to customers with Portuguese entities that still issue or receive PDF invoices. Partners can help them identify where these invoices are used and whether the proposed extension could affect their planning.

Start with these customer questions:

– Do any Portuguese entities still issue or receive PDF invoices?
– Which finance or ERP processes depend on these invoices?
– Are you already planning to move to structured e-invoicing?
– Who monitors changes to Portuguese tax requirements?
– Would an extension affect your current implementation timeline?
– Which customer or supplier flows could be affected?

One detail to check carefully

The extension has not been approved. The Portuguese Parliament’s published timetable lists 24 November 2026 as the planned final vote on the 2027 State Budget. Partners should confirm the outcome before treating the extension as final. www.parlamento.pt

Talking point

“Portugal has proposed allowing PDF invoices to continue to count as electronic invoices through the end of 2027. The proposal still needs parliamentary approval. Shall we check whether your Portuguese invoice flows rely on PDFs and revisit the topic once the decision is final?”

What should partners do next?

Contact customers with Portuguese operations and ask whether their invoice flows still rely on PDFs. Help them map where these invoices enter their finance processes and keep the proposal separate from the rules currently in force. Revisit their plans after the parliamentary decision.
