Germany: BMF clarifies e-invoicing rules ahead of 2027

The January 2027 deadline remains unchanged. New BMF guidance clarifies invoice data, attachments, corrections and validation.

What is changing?

On 15 October 2026, Germany’s Federal Ministry of Finance (BMF) published further guidance on mandatory e-invoicing. The January 2027 deadline remains unchanged.

From 1 January 2027, businesses with turnover above €800,000 in 2026 will generally have to issue structured e-invoices for domestic B2B transactions, subject to the applicable rules and exceptions.

The guidance clarifies which information must appear in the structured invoice, when supporting details can be included as attachments, how corrections should be handled and how businesses should assess validation errors.

Why it matters

This update is relevant to customers preparing to issue structured invoices in Germany. Finance, tax and IT teams may need to review invoice data, validation rules and correction processes before the January 2027 phase begins.

Start with these customer questions:

  • Which German entities and domestic B2B invoice flows are in scope for January 2027?
  • Do structured invoices include mandatory VAT information and a sufficient description of the supply?
  • How are supporting documents embedded and referenced?
  • Do system rejection rules distinguish between different types of validation errors?
  • Can the correction process issue structured invoices and keep them linked to the original?
  • Are final invoices involving advance payments handled under an applicable transitional approach?

One detail to check carefully

A validation error does not automatically determine whether an invoice is valid for VAT purposes. The BMF distinguishes between format errors and business-rule errors. The consequences depend on the type of error and whether it affects mandatory VAT information. Customers should check that automatic rejection rules reflect this distinction.

Talking point

“The January 2027 deadline has not changed, but the latest BMF guidance gives us more detail for final testing. Shall we review your invoice data, validation rules and correction process against the clarified requirements?”

What should partners do next?

Contact customers with German domestic B2B invoicing and confirm which issuing phase applies to them. Review an end-to-end invoice flow, from ERP data and validation through correction handling. Keep the BMF guidance separate from any assumptions about how a specific customer’s systems handle validation errors.
