France: Data quality issues appear after go-live

Use the first rollout signals to discuss invoice data quality, validation and exception handling.

What is changing?

France’s e-invoicing and e-reporting mandate is live.

Since 1 September 2026, businesses in scope must be able to receive electronic invoices. Large and intermediate-sized businesses must also issue compliant e-invoices and report the required transaction and payment data.

Early figures from the rollout show that invoice data quality is already a major operational issue. On 10 September 2026, 402,423 of the 924,040 F1 flows received by France’s Public Invoicing Portal were reported as non-compliant.

Why it matters

This is a reason to contact customers with French entities and check whether their invoice data is strong enough for real mandate execution.

France shows that being connected to a platform is not enough. Customers also need complete mandatory fields, correct identifiers, valid formats, consistent VAT data and clear exception handling.

Start with these customer questions:

– Are mandatory invoice fields validated before submission?
– Are SIREN identifiers complete and correct?
– Is VAT data consistent across ERP, tax logic and invoice flows?
– Is platform routing configured correctly?
– Are non-compliant or rejected flows monitored?
– Who owns recurring invoice data issues across finance, tax and IT?

One detail to check carefully

The reported non-compliance figures relate specifically to F1 flows received by the Public Invoicing Portal. They should not be interpreted as a rejection rate for all French electronic invoices.

Still, they give a clear signal: as volumes increase, invoice data issues become visible quickly.

Talking point

“France shows that e-invoicing compliance depends on more than platform connectivity. Shall we check whether your invoice data, routing and exception handling are strong enough for live mandate execution?”

What should partners do next?

Contact customers with French operations and propose a data quality and exception handling review. Focus on mandatory fields, SIREN identifiers, VAT data, platform routing, recurring error patterns and how Routty can help validate and control invoice flows across France and other countries.
